La medaglia potè essere emessa in concomitanza con l’apertura del Concilio Vaticano convocato da Pio IX e inaugurato con solenne cerimonia in San Pietro l’8 Dicembre di quello stesso anno. Il Concilio fu poi sospeso a causa degli eventi politici il 20 Dicembre 1870.
